What does a personal loan really cost?

A personal loan has no security, so rates are higher than for a home or car loan. You repay in equal EMIs. The EMI is worked out from the amount, the monthly rate and the number of months. On top of the interest there is a one-time processing fee, usually 1% to 3% of the loan, and 18% GST is charged on that fee.

That is why two loans with the same rate can cost different amounts. Add the fee to the interest to compare offers fairly. Insurance, late fees and foreclosure charges are not included, and your rate depends on your credit score and income.

Example

A ₹5,00,000 loan at 11.5% for 4 years has an EMI of about ₹13,045. Interest over 48 months is about ₹1,26,136. A 2% fee with GST is ₹11,800, so the total cost is about ₹6,37,936.

Is this calculator from ICICI Bank?

No. GST at 18% applies to the processing fee and other service charges, not to the interest.
